Background Information

Children’s Hospital Los Angeles (CHLA)

A private, nonprofit teaching hospital, CHLA has had an affiliation with the Keck School of Medicine of the University of Southern California for more than 73 years. From its modest beginning in a two-story house, the hospital has become one of the world’s top pediatric facilities, acknowledged throughout the United States and around the world for its leadership in pediatric and adolescent health. CHLA treats the sickest, most seriously injured children, including more than 58,000 patients a year in its Emergency Department. CHLA admits more than 11,000 children annually to the hospital, with almost 50 percent of those admissions being children under four years of age. There are more than 285,000 visits annually to its 29 outpatient clinics and laboratories, and more than 3,300 visits at community sites through its Division of Adolescent Medicine. The caregivers at CHLA are committed to helping children lead healthier, happier lives. They improve the lives of children every day with their dedication to finding the best means to diagnose, treat, and cure pediatric disease.

The mission of CHLA is to make a world of difference in the lives of children, adolescents and their families by integrating medical care, education and research to provide the highest quality care and service to our diverse community.

CHLA has a strong tradition and commitment to research which is an integral part of its mission. Research at CHLA is performed at The Saban Research Institute (TSRI) and the Centers of Excellence. CHLA is one of the five largest and most productive pediatric research centers in the United States, with 103 investigators at work on 257 laboratory studies, clinical trials and community-based research health services. It is one of the few freestanding research centers in the nation to combine scientific inquiry with clinical care and dedicated exclusively to children. Its base of knowledge is widely considered to be among the best in pediatric medicine. In 2006, CHLA received $39.9 million in extramural funding for biomedical research, including $35.5 million from federal sources: the National Institutes of Health (NIH), Centers for Disease Control and Prevention, and Department of Defense. NIH funding has increased for eight consecutive years to $25 million in FY2006.

The Saban Research Institute (TSRI)

The Saban Research Institute provides an interdisciplinary environment to support laboratory, clinical and community-based research. Its mission is to foster an environment of scientific excellence where biomedical research will lead to discoveries involving the molecular and clinical understanding of childhood development and the implementation of procedures to diagnose, treat and prevent diseases and promote child health. It is organized in several priority programs in Cancer, Developmental Biology, Gene Therapy and Stem Cell Research, Cardiovascular Research, Neuroscience, Children Health Outcome and Intervention Research, and Clinical Imaging. In 2006 TSRI established a Children Clinical Investigation Center (C-CLIC) to promote clinical and translational research in an integrated manner.

CHLA has established seven Centers of Excellence that provides state-of-the-art health care to children with severe diseases, conducts innovative clinical research, and provides unique education programs to physicians and other health care professionals. These Centers include: Cancer and Blood Diseases; Heart Institute; Diabetes Endocrinology and Metabolism; Orthopedic Center; Vision Center; Institute of Fetal and Maternal Health; and Institute for the Developing Mind. These centers, jointly with The Saban Research Institute, conduct innovative translational research that is nationally recognized.

Building for the Future

Between 2000 and 2005, CHLA has successfully completed the first phase of an ambitious fundraising campaign that generated more than $450 million in support of its Centers of Excellence and priority programs in The Saban Research Institute.

On June 29, 2003, the hospital dedicated the CHLA Research Institute as The Saban Research Institute of Children’s Hospital Los Angeles; and its new 88,500-square-foot, state-of-the-art research laboratories as the Saban Research Building. This was done in recognition of Cheryl and Haim Saban’s commitment to the children and families of Los Angeles and children everywhere.

In November 2006, at a retreat organized by TSRI, the leadership of CHLA and its Board reiterated their strong commitment and support to the research mission of CHLA; and to the development of a long term plan to support the research enterprise.

Children’s Clinical Investigation Center will open December 2007. The center provides a centralized infrastructure to promote the conduct of clinical and translational research at CHLA.

When the new hospital is complete, it will include an: Emergency Department; Imaging Facilities; Cancer Day Hospital, with a 61-bed acute care Hematology/Oncology unit and a 14-bed Bone Marrow Transplant (BMT) unit; 24-bed Cardiothoracic Intensive Care Unit (CTICU) and 21-bed acute inpatient medical heart unit; 24-bed Pediatric Intensive Care Unit (PICU); and 40-bed Center for Newborn and Infant Critical Care (CNICC). There will be 96 additional medical and surgical acute care beds. The completion of the new hospital will provide CHLA with a unique opportunity to bring research efforts to a new level of development and international recognition.

Leadership

Yves A. DeClerck M.D. is the Vice President of The Saban Research Institute. As Vice President, Dr. DeClerck is responsible for: establishing the overall directions and priorities of the Institute; identifying scientific and strategic goals; and methods to meet these goals. He is responsible for the allocation of the intramural budget of the Institute, for fundraising goals, and for establishing policies. The Vice President of the Institute reports directly to Richard Cordova, CHLA CEO and indirectly to the Chief of Pediatrics, and Vice President for Academic Affairs. Dr. DeClerck is also Vice President for Research at CHLA and in this position works with the hospital leaders and the directors of the Centers of Excellence to establish research goals and priorities and to insure that research efforts remain coordinated and aimed at the same standards.

Dr. DeClerck is a pediatric hematologist-oncologist and Professor of Pediatrics, Biochemistry and Molecular Biology at the USC Keck School of Medicine. In addition to his administrative functions, he is leading an NIH-funded research program in tumor invasion and metastasis at CHLA. He was a full member of the Scientific Review Group on Tumor Progression and Metastasis at NIH and has been on numerous NIH review panels. Dr. DeClerck is on the editorial Board of several cancer journals. He has authored more than 100 scientific publications and is nationally and internationally recognized for his scientific work on the tumor microenvironment. Dr. DeClerck has directed the Institute since 1995.

POSITION SUMMARY

The position of Associate Vice President at CHLA reports to Yves A. DeClerck, MD, Vice President for Research and Director of The Saban Research Institute; and indirectly to the Chief Executive Officer of CHLA, Richard Cordova and to Dr. R. Williams, V.P. for Academics at CHLA. He or she will play a key role in achieving CHLA’s objective to be a global leader in pediatric care and research. The successful candidate will be an "administrative leader" with the ability to adopt the “scientific vision” established by the faculty, the directors of the centers of excellence, and the vice-president for research.

The Associate Vice President will oversee TSRI activities of the: Office of Technology Transfer (OTT) and the commercialization of scientific discoveries; Office of Research Facilities; and The Office of Extramural Grants, that combines a Sponsored Program Administration (SPA), and Research and Education Finance (REF) office. TSRI is the umbrella organization where all CHLA research occurs.

As the expansion of research at CHLA continues and research efforts in clinical research increases, CHLA requires an administrator who can develop and implement a parallel expansion of the research infrastructure to achieve research funding and organizational goals. The successful candidate will provide the leadership traits, skill-set, and vision needed to provide a more customer-oriented mentality within research administration and will work closely with the Executive Administrator for Academic Affairs and the Controller. The right person will have a proven track record in introducing successful change needed to implement a business-like approach with the faculty and staff.

The Associate Vice President will support and foster an environment to encourage submission of grants to federal agencies and corporations by all research entities at CHLA. The successful candidate will develop strategies to provide better information on extramural funding to Academic Affairs, Departments and Divisions in regard to research grants to allow these units to be fiscally accountable. As regulations in conducting research become increasingly complex, it is critical that the Administrator develop and implement policies that insure CHLA remains in compliance. As CHLA’s performance in research has gained increased visibility and as CHLA will continue its capital campaign in support for research, the Associate Vice President will actively represent CHLA research to the community, donors, and supporters.

Administrative Duties and Responsibilities

  • Assess, direct, and develop as needed the entire administrative infrastructure necessary to support all research activities in a centralized and cost efficient manner at CHLA.
  • Provide data and generate reports covering all research activities at CHLA including extramural funding, financial reports, and scientific accomplishments to principal investigators, divisions, departments, hospital administration, and other individuals in leadership positions.
  • Supervise work of Sponsored Program Administration and work with the Director of SPA to insure that the office meets standard in service and compliance.
  • In consultation with Human Resources, the Administrator is responsible for personnel management, including hiring and firing.
  • Maintain a close working relationship with the Chief Financial Officer and Controller to ensure timely and accurate financial reports and financial balance statements in the area of research expenditures and indirect cost allocation to research.
  • Oversee the work of the Office of Technology Transfer including outside legal counsel and review and approve invoices for outside legal services in consultation with the CHLA General Counsel. Work with the Director to promote the protection of CHLA intellectual property and an increased return on investment.
  • Work with Vice President, Research to manage clinical and laboratory research space at CHLA and implement a regular review and reallocation system.
  • Ensure compliance pertaining to all research activities at CHLA including grants and contact, and other sources of funding.
  • Serve as liaison for the special funds aspect of the financial and grant audits.
  • Provide maximum audit assistance in order to achieve audit free savings.

SUPPORT FOR FACULTY

  • Build positive and productive relationships with Principal Investigators, Division Heads, Directors of Center of Excellence, Department Heads, and the managers of these units in order to improve the quality of service and to meet faculty expectations.
  • Work with the Directors of SPA and REF to insure that procurement, training, and purchasing requests are fulfilled in a timely fashion; establish expectations and a monitoring system.
  • Advocacy in the area of institutional research policy or policy articulation.
  • Address real and perceived service problems of Principal Investigators and serve as the champion to improve faculty satisfaction.
  • Develop standards of expectation and systems to objectively monitor progress.
  • Work with TSRI/leadership (Directors of: Clinical Research, Community Based Research, and Education) to develop centralized policies and services that promote and facilitate the conduct of research at CHLA in a manner that meets all federal standards in terms of compliance and ethics.
  • Work with the Executive Administrator of Academic Affairs in research related matter such as time and effort, faculty research activities, faculty protected time for research, and faculty career development.
  • Participate and contribute to TSRI Council and Academic Council meetings.
  • With the Vice President of The Saban Research Institute, support the work of TSRI Board Committee and assist in fulfilling its mission.

Other Responsibilities

  • Work closely with the Vice President, Communications to develop and manage a program of public relations and communications related to the research activities to CHLA.
  • Represent Research Administration in CHLA Committees, support groups, and other external organizations, when called on to do so.
  • Insure that there is an appropriate education program for staff and faculty in regard to research administration issues, compliance, grant management and submission, scientific misconduct etc.
  • Develop and implement programs and actions to encourage research support by private businesses and foundations.
  • Work closely with foundation VP to coordinate fundraising events, donor visits to TSRI and administration of grants supported by philanthropy.
  • Expected Accomplishments

    In the first 18 months, the Associate Vice President for research will be expected to accomplish the following (in order of priority):

    • Further develop grants database that can be readily accessed for data analysis of grants activity, including faculty salary measures, indirect cost allocation, intramural and extramural support for research by TSRI and the Centers of Excellence.
    • Assess and review the work of SPA and REF to insure that research administration provides a centralized, efficient system to support pre-and post-award grant management and purchasing.
    • Organize training of Divisional Budget Managers and Financial Analysts for grant development, oversight, compliance regulations for expenditures, cost transfers, etc.
    • Under the VP for Research and in coordination with the Centers of Excellence and the faculty, contribute to the development of a 10 year strategic plan for research at CHLA to include space allocation and financial development plans.
    • Foster the growth of Office of Technology Transfer to maximize intellectual property revenue stream to CHLA and TSRI.

    Minimum Qualifications (Education, Experience)

    An MBA is highly preferred. A Bachelors Degree will require relevant career experience and accomplishments that are the equivalent to an advanced degree. This position requires five or more years of demonstrated progressive management experience.

    While candidates with other backgrounds and experience will be considered, it is anticipated that the successful candidate will be a superb administrator and will possess a high degree of business acumen in business administration and marketing. Experience in a non-profit research facility, ideally with health implications and in an academic environment is highly desirable. A good understanding of biomedical research and an entrepreneurial approach to technology transfer is strongly desired.
