Background Information
Swedish Health Services is the largest, most comprehensive, nonprofit health provider in the Pacific Northwest. Since 1910, Swedish Medical Center, First Hill has been the region’s hallmark for excellence in health care. In an independent research study conducted by the National Research Corp., Swedish is consistently named the area’s best hospital, with the best doctors, nurses and overall care in a variety of specialty areas.
Swedish Health Services encompasses four hospital campuses, (First Hill, Ballard, Cherry Hill, and Issaquah) with approximately 1200 beds; Swedish Home Care Services; and Swedish Physicians – a network of 12 primary-care clinics located throughout the greater Seattle area. In addition to providing general medical and surgical care, Swedish is a regional referral center for treatment in the areas of oncology, cardiac care, high-risk obstetrics, neurosciences, orthopedic surgery, and organ transplant. Swedish also has an impressive array of specialty programs that include: sleep medicine, addiction recovery, pediatric services, pain management, and home-care services. Swedish is 7,300 employees strong. SEIU 1199NW represents approximately 4500 Swedish employees, including nurses, technicians, and service workers. The medical staff of more than 2,000 private-practice physicians represents virtually every medical, surgical, and diagnostic specialty and sub specialty.
The information system used at First Hill for OR scheduling and Perioperative processes is ESI. A system wide EMR effort is underway to implement the EPIC information system with a phased implementation that began in 2005. The system is fully implemented at the Cherry Hill site, and will begin at the First Hill site in April 2008.
Throughout its considerable growth, Swedish Health Services has adhered to its mission: “Improve the health and well-being of each person we serve.” The Swedish commitment to quality care and programs that set community standards exceeds patient expectations in a caring, convenient, cost-effective and accessible manner which earned Swedish the “Ernest Amory Codman Award” in 2005 for Exemplary Stroke Care. Only six hospitals out of more than 5,700 nationwide are chosen.
In 2005, the Board of Trustees approved building an Orthopedic Hospital as part of the expanded First Hill campus. The hospital is expected to open mid 2008. Orthopedics is currently supported by eight ORs at the First Hill Campus and one at the Cherry Hill campus. This new facility will provide ten state of the art ORs, inpatient capabilities, and physician office space, which will allow Swedish to plan and upgrade current ORs to accommodate other surgical services.
Swedish continually reinvests in facilities and new equipment to provide patients with quality of care and state-of-the-art facilities. In 2006, Swedish invested $56m in community activities, including: $12.4m in charity care, $31.6 in Medicaid subsidies, $3.8m in health research, $5.8m in medical education, and $2.9m in community health activities and non-billed services.
Reporting Relationship
The Administrative Director, Perioperative Services reports to Brian Kuske, Senior Vice President, Chief Administrative Officer, First Hill. Direct reports include: Director, Pre/Postoperative Services; and Director, Intraoperative Services, and the Perioperative Project Manager.
Position Summary
The Administrative Director (Director) leads and maintains accountability for the overall administration and management of Perioperative Services by providing efficient, high quality systems with patient focused care. The Director is instrumental in setting the vision, strategy and tactics for perioperative services. The Director is accountable for assessment, implementation, and evaluation of patient care and ensures that patient quality care is provided in accordance with professional and regulatory standards. The Director is responsible for creating a culture of patient safety in an environment that supports clear communication between disciplines. The Director is a key leadership role and participates in performance improvement activities throughout the organization.
The Swedish First Hill campus, Perioperative Services includes: Main ORs; Same Day Surgery, OR’s; Eye Center OR & PACU; Orthopedic ORs; Surgical Scheduling; Pre-admit; Preop; Sterile Processing Department; and Anesthesia. The department consists of 341 FTE’s; within 15 cost centers. Gross revenue is $430 million and expenses of $61 million (approximately $19 million in payroll, $42 million other expenses). Approximately 15,000 cases per year are performed in the main OR which has 20 ORs (15-18 usually open). Same Day Surgery has ten ORs and supports 11,000 cases annually; and the Eye Center has five ORs with approximately 4,000 cases each year.
Initial Priorities
- Build and promote strong relationships with Surgeons, Anesthesiologists, and Physician and Organizational Leaders to successfully plan and implement efficient perioperative functions and growth.
- Assess current status of Perioperative Services and systems; develop a structure to promote systems efficiencies, growth, and other strategic priorities. Engage teams in establishing a communication plan with processes that allow for sharing of ideas, benchmarks, best practices across the perioperative continuum, successes, and greater partnerships with physicians and within teams.
- Lead and facilitate the successful implementation of an EMR (EPIC) system and the replacement of the legacy systems throughout the perioperative continuum.
- In coordination with physicians, executive leadership, and staff, set long term strategic plan for the continued success and growth of the department.
- Create marketing plans for new programs and services such as the DaVinci, Bariatric Services, Minimally Invasive Procedures, etc…
- Create communication plan for celebrating successes and resolving outstanding issues.
Scope of Responsibilities
- Under the direction of the Chief Administrative Officer, and in coordination with other leaders make decisions affecting strategy, implementation and management of resources.
- Provide leadership for: personnel management, fiscal accountability, operational effectiveness, and positive relations with other departments, members of the medical staff, physician practices, and patients.
- Establish and maintain excellent working relationship with surgeons, anesthesiologists, other physicians, managers, and staff with a focus on building strong teams, competent and caring staff, improving processes, and creating a customer oriented environment.
- Partner with physician leaders to effectively manage and coordinate the continuum of perioperative services and systems.
- Coordinate, assess, and develop a flexible staffing plan based on volumes, growth, and an anticipated staff recruiting action plan.
- Support growth of a multidisciplinary culture of safety, built on principles of communication, openness, reporting, and trust.
- Focus on process improvement and systems to support the mission of Swedish and regulatory requirements including Systems and Teams Readiness (physician, staff, patient), Patient Flow, On-Time Case Starts, Turnover Times, Performance Dashboards, Physician Relations, and System Wide Partnerships.
- Identify and implement best practices in resource utilization management and contracting. Participate in effective supply chain management for surgical services.
- Promote change, facilitate redesign, and implement systems and processes to maintain and/or exceed compliance with regulatory standards and accreditation.
- Continually assess the department to determine the best infrastructure for current operations and future expansion. This includes systems, processes, education, leadership, and staff roles.
- Ensures preparedness for JCAHO and other regulatory inspections. Participates in hospital-wide preparedness planning.
- Leverage technology to enhance efficiency and manage resources.
- Ensure the presence of an on-going quality improvement program and champion the continuous improvement process for all areas within scope and span of control including coordinating with other system related functions.
- Provide leadership for program and facility development through collaborative relationships with health care providers in and out of perioperative services to achieve optimal patient care services.

Education
Master’s degree in Business, Healthcare, or related field is required. A minimum five years of recent healthcare administration experience required, preferably in a tertiary care setting.
